Kyle Zebley
Director, Public Policy @ATA
Kyle Zebley is Director of Public Policy at ATA, working with and on behalf of ATA members and like-minded organizations to eliminate barriers to the expansion of telehealth and ensure patients, providers, and payers can realize the benefits of virtual care. Previously, Kyle was the Chief of Staff in the Office of Global Affairs (OGA) at the U.S. Department of Health and Human Services (HHS). Kyle collaborated with senior leadership from HHS, the White House, and other cabinet departments to develop, advise, and promote U.S. global health policy, including in such policy areas as drug pricing, global health security, and non-communicable diseases. Prior to HHS, Kyle worked in Congress as a Legislative Director, leading a legislative team in developing policy and drafting legislation, particularly on matters concerning the House Committee on Ways and Means, the House Budget Committee, and the House Committee on Education and the Workforce.
Sarah-Lloyd Stevenson

A former policy advisor to federal government agencies and elected officials, Sarah-Lloyd Stevenson helps health and life sciences stakeholders advance policy goals before Congress and federal agencies. Having worked to draft, enact, and gain support for health laws and policies at the highest levels of the federal government, Sarah-Lloyd delivers policy advocacy strategies informed by firsthand experience getting results in Washington, D.C.
Megan Herber
Director @Faegre Drinker Consulting
Megan Herber partners with clients to analyze and develop strategies related to legislative and regulatory policy developments impacting the health care industry. Megan managed the House Energy and Commerce Committee health care portfolio for U.S. Rep. Doris Matsui (CA-06) for four years, most recently as Legislative Director. While pursuing her Master of Public Health, Megan served as health policy legislative fellow for former Sen. John Rockefeller IV (D-West Virginia). Prior to moving to D.C., Megan worked in hospital consulting in California, where she performed revenue cycle auditing and strategic advising. She leverages her in-depth understanding of the processes and pressure points that drive federal health care policy to help clients adapt and thrive in an ever-changing regulatory environment.
